So, long story short...
While anonymous was registering my child for class
anonymous made the mistake of
accepting the VERBAL explanation of the price structure
My Advice to You is
get everything in writing and check the handbook/contract!

Its also good to get the name of the person you dealt with. Once you lay that personal responsibility on that person, it lights a fire under 'em. Even if you don't get your money back, that person at least will get some type of reprimand or even fired.
