Make a budget and stick to it
Here's the whole story
Getting paid every 2 weeks is not the ideal way to get paid. I find myself blowing my whole check on the week I get paid and having nothing left for the following week. I always say "It's not going to happen this time", but somehow it always seems to happen. Save your money and keep a tight budget.

Helps to have a direct deposit so it goes directly to your account. Takes out the temptation of having tons of cash in your wallet. Although, if you're spending it all with your debit card then you're out of luck.
Bank of America has that round up change program that might help you save some money at least.
This might sound funny, but it may help you to keep a budget if you give yourself an "allowance". In addition to what Dennis suggested, after you have your money directly deposited into your savings account, you could transfer a set amount every month into a checking account. After your allowance for the month is gone though, just make sure you don't go asking your "parents" for more money.
Try getting paid once a month.. you learn quickly to budget!
It sounds like you love spending money. I personally don't think there's anything wrong with that. It just seems like you're spending it incorrectly.
My suggestion is this: Go ahead and spend all your money, but spend it wisely. Estimate and pay your bills before they are due. Buy a gift card from the grocery store and find some way to hide it for a week. Pay rent early (I doubt anyone will complain about that).
You'll probably find that a lot of the things you are trying to save your money to pay, you can go ahead and pay while you have the money. That way you get the satisfaction of spending money, as well as the comfort of knowing you won't have to worry about certain things.
That should give you a chance to get ahead and establish a real strategy for the use of your money.
